Zoccer Review
We start with the strangest finding anywhere in this affiliate network: independent sources make four different license claims about Zoccer that cannot all be true, and they name two different companies as the operator. The rest of this review sorts out what public research can settle and what it can't. For US readers, one point is clear up front: none of the claims is a US state license.
A simple average of six factors, none weighted more than another. A weak result in one area is supposed to stand out, not get hidden by the rest. Calculated in August 2026.
Four license claims, side by side
This isn't just a matter of some sources being a little out of date. These are fundamentally different regulatory systems that would affect a player in very different ways, and they can't all be true at once.
| Claim | Source | What it would mean if it were true |
|---|---|---|
| Curaçao gaming license | zoccer.com.se (site aimed at the EU) | A typical offshore license with moderate oversight |
| Tobique Gaming Commission + Anjouan (dual) | zoccercasino.us.com, zoccer.biz, gmblrs.com (partial) | Two of the most lightly supervising offshore regulators there are, combined |
| Malta Gaming Authority | rpmbayarea.com (article aimed at Canada) | One of the most respected regulators in the world, which would mean a very different level of risk from any of the offshore options above |
| AGCO (Ontario, Canada) | zoccer.cc (en-ca domain) | Full provincial regulation, the strictest standard in Canada. It clashes directly with another source saying Ontario is excluded altogether. It would not cover US players either way. |
| No license information shown on the site | covers.com | Would mean a visitor doesn't actually see any of the claims above |
Be especially wary of the AGCO claim. An Ontario license is a specific status anyone can look up (in the iGaming Ontario registry), and an independent source flatly contradicts it by saying Zoccer shuts out Ontario players. Don't assume Zoccer holds any particular license until you have checked the relevant register yourself; our sources could not settle the question. In the US, online casino gaming is legal only in a few states, such as New Jersey, Pennsylvania and Michigan, and only with state-licensed operators. Zoccer has no US state license.
Two different operator names
"IGplay under the Casolinia Group"
Given by two independent sources (zoccercasino.us.com, zoccer.biz) in their discussion of the license. Elsewhere, Casolinia Group is described as owning more than 60 brands, among them QuickWin, GreatWin, FezBet, Vegasino and SupaBet.
"Dreamline Ventures SRL"
Given by a different source (gmblrs.com) as the operator holding a Tobique license, with a launch date listed as April 2026.
Both could technically be right if one is a holding or brand-management company and the other the licensed company that actually runs the site, a setup that is common in this industry. But none of our sources spelled out that link, so we report the mismatch instead of guessing how it fits together.
The bonus in brief
The reported casino welcome offers run from 100% up to $750 + 200 free spins (published for Canada) to 150% + 220 free spins, and there is also a separate two-part sportsbook welcome bonus with fiat and crypto versions. The bonus hub has all the details.
Games and sportsbook in brief
The casino uses well-known studios such as Pragmatic Play, Evolution, Playtech, Hacksaw Gaming and Yggdrasil. The sportsbook focuses on soccer (Champions League, the top European leagues) and also offers tennis, basketball and more; one source cites a competitive average margin of 5.72%. How we put this review together
Because the license and operator contradictions are so unusually large, we deliberately leave them as open questions instead of settling them with a guess. Where sources agreed (the combined casino-sportsbook format, the link to the Casolinia Group portfolio, the crypto payment options), we report those facts with ordinary confidence. Where they really clashed, we show the clash openly instead of picking the claim that sounds most comforting.
Sources we checked
With contradictions this large, knowing where each claim comes from matters more than usual.
- covers.com Zoccer Casino review — source of the "no visible licensing information" and Ontario-exclusion claims
- zoccer.com.se — site aimed at the EU, source of the Curaçao license claim, EUR-only accounts and the provider list
- zoccercasino.us.com and zoccer.biz — source of the Tobique + Anjouan dual-license claim and the "IGplay under Casolinia Group" operator name
- rpmbayarea.com — source of the Malta Gaming Authority claim, in an article aimed at Canada
- zoccer.cc (en-ca domain) — source of the AGCO Ontario license claim, which directly contradicts the Ontario-exclusion claim above
- gmblrs.com — source of the "Dreamline Ventures SRL" operator name and the April 2026 launch date
- playcasino.com — source of the detail about Casolinia Group's 60+ brands (QuickWin, GreatWin, FezBet, Vegasino, SupaBet)
- mightytips.com — source of the sportsbook margin figure and the crypto withdrawal details
This page has no screenshots. Every claim above is cited in text to a named source, which we think is more honest than an image nobody can verify.
How Zoccer's operator conflict compares with other brands in this network
Zoccer's operator problem covers more ground than at most brands this network has reviewed, even if no single point is worse. Emperia had two operator names tied to one license number that was otherwise consistent, and Spininio had a steady operator name but a wide spread in game counts. Zoccer has both a real question about which jurisdiction licenses it and two different named operators at once. It is that combination, not either problem alone, that dragged its transparency score to the bottom of this network's range. One conflicting detail is common among the brands we compare; two separate kinds of conflict piling up is rarer and much harder to dismiss as reviews simply being written at different times.
What the AGCO-versus-exclusion contradiction means, and why it matters to US readers
One source's AGCO Ontario claim, flatly contradicted elsewhere by wording that shuts out Ontario players, is more than a small license detail. It is a compliance contradiction, and which side is right has real consequences. If Zoccer really held an AGCO license, Ontario players would be signing up under Ontario's own regulated system and its protections. If the exclusion is correct, an Ontario resident who signs up could see the account restricted or closed, possibly after already depositing. The lesson for US readers is the same: if the operator's eligibility is this unclear even for Canadian provinces, confirm at sign-up, before any deposit, whether it accepts US players at all and whether your state allows online casino play. Zoccer holds no US state license.
Our overall verdict
Zoccer is the lowest-rated brand in this network because its documentation problems stack on top of one another: four license claims, two operators and a direct regulatory contradiction add up to far more uncertainty than any one of them would alone. That doesn't automatically make Zoccer unsafe; newer, smaller operators often end up with exactly this kind of patchy public record simply because few people have reviewed them. It does mean that anyone considering Zoccer should treat checking the sign-up page as a required first step, not an optional extra, and should weigh the convenience of a combined casino and sportsbook against the fact that we found more unanswered questions here than for almost any other brand we cover. US readers should also remember that Zoccer holds no US state license and should check their state's law first.
Frequently asked questions
We could not settle four contradictory license claims made by independent sources, one of them a disputed claim of an AGCO (Ontario, Canada) license. None of them is a US state license. Check any regulatory claim yourself, along with your state's law and whether the operator accepts US players, before you deposit.
We don't choose one. We list all four that our research turned up and suggest you look at the regulator's own public register yourself instead of relying on any single outside source, this one included.
Sources name either 'IGplay under the Casolinia Group' or 'Dreamline Ventures SRL'. We could not independently work out which one is correct or how the two are connected.
Because the basic facts contradict each other far more than usual for the brands we compare. Four incompatible license claims plus two operator names add up to a bigger transparency gap than any other brand reviewed across this network.
